On 19 December 2018, we called upon the nation, government, Independent Election Commission (IEC) and the hopeful presidential candidates, to have a free and fair election. There is a dire need to fix the three potential phases of the election process, which are: Based on social justice the proper distribution of the polling centers; proper registration of the voters and on time counting and immediate result announcement on same voting day. No matter, what the reason, where polling is not possible, the rights of those communities should be given through alternative means to the appropriate candidate.
In the past by delaying and sabotaging required elections, the unity government damaged the confidence of people on elections and democracy. Therefore, we call upon the nation, government, commission and stake holders that the voter’s registration and voting process should be on ballot papers along with an online biometric system. Counting should be on time and immediate on the Election Day. Voting should be support by a block-chain system to avoid fraud in the results and make recounting possible at any time. If the IEC and government do not have the capability, we are ready to provide the system free of charge.
We are very pleased that many hopeful candidates whom we contacted, and they conveyed our message to other, have resulted in none of the hopeful candidates filing their candidacy until 2nd January 2019, the last day given by the IEC for nomination. It is surprising that even pro-government hopeful candidates did not file their candidacy for which they were campaigning since a long time, including president Ashraf Ghani, who was first in making the noise. We are thankful that the international community also adopted the same stance and conditioned their support for IEC as we demanded. Now the IEC has no choice but to extend the nomination deadline. However, a majority of hopeful candidates will continue their struggle until they believe the election process is acceptable to them and the nation. This can be achieved, when there is drastic change and improvement in IEC and the voting processes.
Candidates who are conacred about the delay in election but are not interested in free and fair election, we ask them to respect will of the people, justice and democracy. We warn them that winning through fraud is harmful for all.
Sincerely,
Noor Rahman Liwal
Hopeful Presidential Candidate for 2019
